Minutes

Call to Order

Chairman Ed Zito called the meeting to order at 4:00 p.m. and welcomed council members and the public in attendance.

 

Roll Call and Introductions

Approval of Minutes

 

The Chairman asked for a motion to approve the March and April minutes.  Council Member Jimenez:  So moved.  Council Member Hagen:  Second.  Motion carried.

 

Chairman Zito introduced Joe Yuhas, Deputy Director, Arizona Department of Commerce who gave an update on the budget and specifically how it relates to the Arizona Department of Commerce.

 

Guest Presentations

 

Bruce Wright, University of Arizona, gave a presentation on the University of Arizona’s Role in Advancing High Technology Development.

 

Bob Hagen, SATC and Todd Bankofier, ATC gave a combined presentation on Technology Initiatives: Arizona’s Regional Technology Councils.

 

Committee Reports

 

Capital Formation – Sandra Watson, Executive Director, gave a brief report for Council Member Williams regarding his committee and introduced the Subcommittee Chairs. 

 

Gil Jimenez, Tax Policy Subcommittee Chair, indicated that his committee has reviewed and evaluated other state programs, in particular Iowa and Oklahoma, and will begin to draft tax policy recommendations in the next several weeks.

 

Todd Bankofier, Education and Outreach Subcommittee Chair, provided a brief description of his committees activities to date and discussed their approach will be to build consensus with Arizona’s business community prior to the final presentation to the Governor in November.

 

Jock Holliman, Venture Capital Program Subcommittee Chair, stated that his committee is reviewing best practices from various states – Oklahoma, Iowa, Maryland, New Mexico, and Utah.

 

Technology Development & Transfer – Nina Ossanna, Chair, stated that her committee will focus on communication between different cultures – faculty and company culture, as well as educating various groups on the benefits of technology transfer. 

 

The following three subcommittees have been established: private sector issues, university tech transfer process, and university culture.

 

Technology Business Infrastructure – Pat Stoner, Chair, provided a report for each subcommittee. 

 

The supply chain subcommittee is focusing on promoting and supporting the AZBusinessLinc.com program, which was recently launched by the Arizona Department of Commerce. 

 

The Education Subcommittee, focused on K-12, will work with other organizations that have identified the improvement Arizona’s education system a priority. 

 

The Workforce subcommittee is working with the Governor’s staff and the Governor’s Workforce Council to ensure adequate funding is available for developing Arizona’s knowledge-based workforce. 

 

Finally, the Blueprint Subcommittee will incorporate recommendations from the three main committees – technology development and transfer, capital formation and technology business infrastructure – into a technology economic development blueprint.  This plan will be presented to the Governor in November/December.

 

Chairman’s Report

 

Chairman stated the time line in terms of deliverables for the committee work.  The June meeting will be the last meeting until September.  In September we hope to accomplish draft recommendations for all three committees - tech transfer, capital formation, and technology business infrastructure.

 

After draft recommendations are presented in September, the technology economic development plan will be assembled for the Council’s review in October.  The final stage will be to identify a forum in November for the Governor to release the Council’s recommendations. 

 

Next Council Meeting

 

The next Governor’s Council on Innovation and Technology meeting will be held on Thursday, June 26, 2003 at 4:00 p.m. at the Arizona Science Center, 600 East Washington Street, Phoenix, Arizona, (602) 716-2000.
