Establishing a favorable business environment plays a critical role in transforming Arizona’s economy into a recognized leader in the knowledge-based economy:

• In 2005, Governor Janet Napolitano approved an increased sales factor for multi-state corporations to attract and retain manufacturing firms,
  
  
• Reduced business personal property tax rates to retain businesses and increase Arizona’s competitiveness and;
  
  
• Signed into law the Angel Investor's tax credit, which will assist early-stage companies in attracting the much needed capital to expand operations and bring new ideas, products and services to market.
  
  
• Arizona offers a variety of incentives and resources.
  
  
• The Arizona Job Training Program, administered by the Arizona Department of Commerce, has been revised allowing for easier access by small businesses in high growth fields.
  
  
• A Washington D.C. office was established to support Arizona’s interests.

These results are the collaborative efforts by the Arizona Department of Commerce, Arizona Governor’s Office, Arizona State University, Arizona Technology Council, Bioscience Steering Committee, Commerce and Economic Development Commission, Flinn Foundation, Government Information Technology Agency, Governor’s Council on Innovation and Technology, Northern Arizona University, Southern Arizona Tech Council, and University of Arizona.
